The European Court of Human Rights (ECtHR) is an international judicial institution of the Council of Europe, established to ensure respect for and protection of internationally recognised rights and freedoms under the European Convention on Human Rights and Fundamental Freedoms in the territory of the 47 member states of the Council of Europe.

The ECtHR is an international court to which any natural or legal person can appeal when he or she has exhausted his or her remedies and the national legal order has nevertheless failed to protect his or her rights and legitimate interests. 

Proceedings before the ECtHR are initiated by lodging a complaint within six months of the entry into force of the act at the last possible instance on the territory of the country. The complaint sets out the entire factual and legal background and substantiates the alleged violation as well as the amount of damages claimed by the State (in this case Bulgaria).
